Indicator 13 and Targeting Transition
The Office of Special Education Program (OSEP) is responsible for enforcing the requirements of the IDEA 2004. OSEP has identified 20 indicators that special education programs must meet in helping their students successfully transition into life after graduation.
Two of the indicators pertain specifically to transition. Indicator 13 requires districts to follow a specific process for transition. Indicator 14 expects districts to report on whether graduates reached their postsecondary goals.
The Targeting Transition program focuses on helping districts meet the expectations of Indicator 13. Below is a summary of the expectations of Indicator 13, with areas on which the Targeting Transition program and training focus:
- Identify meaningful postsecondary goals.
- education and/or training
- employment
- independent living (if necessary)
- Base postsecondary goals on age-appropriate assessment.
- Identify measurable IEP goals that help meet postsecondary goals.
- Secure in-school transition services that improve academic and functional achievement.
- Manage outside services (get permission/invite providers).
- Develop a course of study (list of classes) to meet postsecondary goals.
